To lower soil pH from 7.5 to 6.5 in the top six inches, Ohio State gives about 7 lb of elemental sulfur per 1,000 sq ft on sand, 14 on silt loam and 28 on clay — 300, 600 and 1,200 lb per acre. Clay needs four times what sand does, and no single application should exceed 20 lb.

The assumptions behind the table
These matter more than the numbers, and a rate quoted without them is not much use.
Cation exchange capacity. The three soil columns assume a CEC of 5 meq/100 g for sand, 10 for silt loam and 20 for clay. CEC is what actually decides the requirement — it measures how many exchange sites the soil holds, which is the same buffering capacity that makes lime rates differ — and texture is only a proxy for it. That is why the clay column is four times the sand column for the same pH change. A soil test reporting CEC lets you interpolate properly, and a soil high in organic matter will have a higher CEC than its texture suggests and need more.
The soil is not calcareous. This is the assumption that catches people out. Where free lime (calcium carbonate) is present in the soil, it neutralises the acid the sulfur produces as fast as it forms. On a calcareous soil, sulfur may barely move the pH at all, whatever rate you apply — and calcareous soils are common across the arid West. If a spoonful of your soil fizzes in vinegar, it contains free lime, and this table does not describe it.
Top six inches. Deeper incorporation means proportionally more sulfur.
Never more than 20 lb per 1,000 sq ft at once
University of Wisconsin soil lab guidance, relayed through Ask Extension, caps a single application at 20 lb of sulfur per 1,000 square feet. Anything larger is split across separate applications.
Look back at the table and this matters for most of it. Every clay figure except the first row exceeds 20 lb, as does every silt loam figure in the 5.5 target rows. A clay soil going from pH 7.5 to 5.5 needs 70 lb per 1,000 sq ft — four separate applications, not one.
Split them across seasons, retest between, and stop when the pH reaches the target. Overshooting downwards is exactly as awkward as overshooting upwards, and the correction is lime and another year.
First, check whether you need to
Most gardeners who think they need to lower pH do not.
Most vegetables are comfortable between pH 6.0 and 6.8, and many tolerate up to 7.5 without complaint. Soil at pH 7.2 is not a problem for a vegetable bed, and treating it as one wastes a season.
The cases where it genuinely matters:

If your soil is above 7.5 because it sits on chalk or limestone, be realistic: you are fighting the parent material and it will win.
Why it takes so long
Soil bacteria oxidise elemental sulfur into sulfuric acid, and it is that acid which lowers pH. Because the first step is biological rather than chemical, it needs warm, moist, living soil. Ohio State puts the timescale at a few months or longer; in sterile or very dry ground the conversion is slow to the point of ineffective, and sulfur spread on cold ground in late autumn largely waits for spring.
Work it into the top six inches — the depth the table assumes — water it in, and retest the following season before adding more. Buy elemental sulfur sold as a soil acidifier rather than a garden-centre sulphur dust sold as a fungicide, which may be a different particle size or formulation.

Does vinegar lower soil pH?
For a few hours, then it reverses.
Vinegar is dilute acetic acid — a weak organic acid that soil microbes consume within days. Any pH change goes with it. Meanwhile the acid damages fine roots and soil life on the way through.
It is not a soil amendment, and the reason it keeps appearing online is that it does change the reading if you test the soil immediately afterwards. Test again a week later and the change has gone.
The other things that do not work
Coffee grounds. Mildly acidic fresh, near neutral once brewed, and no household produces the quantity a pH change would need. A good compost green at about 20:1 carbon to nitrogen — see greens and browns in compost — and a useless acidifier.
Pine needles. The reputation greatly exceeds the effect. Fresh needles are acidic, but they compost out near neutral and the change under a needle mulch is small.
Citrus peel and tea leaves. Compost ingredients, not amendments.
What does help, slowly
Ammonium-based fertilizers acidify gradually as a side effect of nitrification. Not a controllable way to change pH, but it explains why long-fertilized beds drift acid, and it means an ammonium-based product works with you if you are feeding an acid-lover anyway.
Organic matter acidifies modestly and improves everything else. It also raises buffering capacity, which cuts both ways. For blueberries, an annually renewed pine bark mulch does more good over time than a single sulfur application.
A better plan for acid-lovers
If you want blueberries and your soil is pH 7.0, the honest answer is usually a container or a dedicated bed rather than acidifying the garden — and on a calcareous soil it is the only answer that works. A half barrel of ericaceous mix will grow a better blueberry than three years of sulfur on limestone, and it will not drift back.
